That's correct, the config files aren't included in the archive. They are created upon installation (which starts when you access the site for the first time). Or if you want to retain your old configuration you could simply copy in your old configuration files.

This is the first version of 2.1.2 that is actually very easy to install on the B3 since it doesn't require any strange dependencies that B3 doesn't have.
