Ok my update complete and I am very pleased to report that it has fixed problems I had with rsync transfers of large files from a Windows 7 PC to B3. See forum post Re: rsync: page allocation failure.

I have finally solved my rsync problems. Applying all the the changes suggested here (and even recompiling the cygwin rsync to ensure it was using the correct protocol) DID NOT FIX THE ISSUE. I have ownCloud 3 working and had to change the php.ini settings (three places I think). Almost certainly the apache2 one.
ownCloud works a treat, much nicer photo albumn than B3's, full user & group control etc. Really excellent cloud support.
