Stop torrents when uploaded enough

I use Bubba to receive torrents, see locally: http://bubba/admin/downloads.

I would like Bubba to stop uploading for a torrent when it has been received completely and I have uploaded enough, say 150% of the original size.

This is what, e.g. the Bittorrent client, allows me to configure.

It will prevent me from having problems with my ISP for generating to much traffic.

I don't know the answer, but I would like to add another request linked to this one:
It would be nice to download the torrents in a temporary folder and move them to the downloads one when they are finished.

It would enable scripts that poll repeatedly the downloads folder to process its content to not process unfinished torrents (I'm thinking about sickbeard for example).

By the way, if it can be an alternative, rtorrent is a client that supports all of that and more :)
It could be nice to have someone work on a webinterface for it (it has xmlrpc support).
