Packages held back?
When upgrading PHP to the latest available version for Squeeze I found that Excito is holding back many other packages as well, including Apache webserver. Is there any particular reason for this?

If you mean holding back, such as in not allowing them to automatically flow into the b3 when released (and user hits "update") this is just a precaution. We had experiences in the early days when updates of standard packages broke something, so we want to test before letting them on into our users b3's.
With the recent events of intrusions in mind we should have been faster in letting updates through though.
