time machine disk usage

I noticed that my time machine backups never use more than 10% or so of the available disk space, even when it recognizes there is loads of space left on the device. This is with two macs, one mountina lion and one regular lion, and on a freshly installed B3 upgraded to 2.5.1.2.
Does anyone else notice this same behaviour?
