I think you're making life very difficult for yourself without reason:

1) why not change /etc/groups to add your username to wheel
2) why not change /etc/sudoers to add users to the password-free sudo group
3) why not just change the password for root by editing /etc/shadow

If you can edit /etc/ssh/sshd_config then you already are root. And in that case you can just as well edit /etc/groups, as well as change the root password. the PermitRootLogin is only useful of you want to directly log on as root. Better to log in as a regular user and type "su -" at the command prompt. Please try that first and give the exact error message you receive
